Two consultants were doing a survey for two weeks in order to come up with some ideas and options on the above mentioned topic. On the 6th of May 2015, a first consultative meeting took place at COTVET, were different international TVET financing systems were presented and discussed, before starting the exchange of ideas concerning financing the new cooperative apprenticeship system in a sustainable way.
The consultants continued their survey through interviews with many stakeholders (Trade Associations, Training Provider, GES, Master Craftspersons and Apprentices, NBSSI, NGOs, etc.). On the 15th of May, findings were presented to stakeholder representatives, followed by a discussion. Main options presented were: Voucher System, TVET Levy, TA driven revolving fund, integration into regular offer of Training Providers. Combinations of the options are feasible. The main challenges of all options are: generation of (seed) funds, administration of funds, and allocation of funds to TVET providers.
